On Twitter today, XUMM Support reported a major outage. The reason was problems with Cloudflare.

Most services & platforms are currently experiencing issues due to a major outage at @Cloudflare (trusted by many for public infrastructure, API’s, backends, websites, platforms, etc.)

Later added:

Update: connectivity has been restored for most users: https://status.xrpl-labs.com/incidents/14d3vdwglwd3… We’re closely monitoring while Cloudflare deploys a fix to their infrastructure.
