Spammers are sending one drop payments with memos to a large number of addresses. Both the general network and full history servers bear the brunt of this. Users should also be extremely cautious when interacting with them.

How to prevent unsolicited, addressed mail to your address using snail mail? That’s the equivalent. If someone is willing to pay the stamps (on ledger fee) to get the mailman (XRP Ledger) to deliver the letter (transaction) to your mailbox (XRPL account), not much you can do.
